Masks are not required in the common areas of the building but are strongly recommended.  We will continue to follow the Skokie and Illinois Departments of Health for updates.

 

RULES REGARDING FACE COVERINGS IN COMMON ELEMENTS AND GUESTS TO UNITS

    

Covid-19 is a highly contagious and transferable virus that has caused a world-wide pandemic.  As of July 23, 2020, the Illinois Department of Public Health (the “IDPH”) has reported over 165,000 cases of individuals in Illinois testing positive for contracting Covid-19, and over 7,300 deaths from Covid-19. As of July 22, 2020, the Village of Skokie confirmed 1,067 cases and 35 deaths of individuals in Skokie. The IDPH recommends that all persons wear face coverings over their nose and mouth to help prevent the transmission of the disease. The Governor’s Executive Order No. 2020-38 requires all persons in public places, even inside buildings, who are over the age of two to wear a face covering over the nose and mouth if the person can medically tolerate the face covering.  The Village of Skokie requires the use of face coverings by persons visiting public business.


1.    In furtherance of the health, safety, and welfare of the Unit Owners and Residents, and to meet the objectives to prevent the transmission of Covid-19 noted above, the Board adopts these Rules regarding face coverings in Common Elements, and guests to units.

2.    ALL PERSONS over the age of 2 shall wear a face mask or face covering, which completely covers the individual’s mouth and nose, at all times when outside of a unit and in any Common Element area of the Association Property.  This includes, but is not limited to, hallways, elevators, stairways, lobby, vestibule, entry and exit ways, mailbox areas, garage and parking areas, common area rooms, and all other Common Elements.

3.    The face covering shall be made of a material reasonably intended to prevent transmission of droplets from the mouth and nose.  Face “masks” that are a cage or with holes or gaps that may permit transmission are not permitted.

4.    All guests, invitees, and service providers of Unit Owners and Residents shall comply with these face covering rules.

5.    No person shall intentionally cough or sneeze at, on, or toward another person or persons at any time.  No person shall attempt to infect another person, threaten to infect person, or intimidate another person into believing the offender may be infecting them.  These provisions shall apply whether or not the offender is infected with any disease, and whether or not the offender believe or does not believe he or she is infected with any disease.  It shall also be a violation of this paragraph for any person to cough or sneeze within six (6) feet of another person while in the Common elements without a face covering that is covering the nose and mouth, whether or not the cough or sneeze was intentional.   

6.    The Unit Owner shall be responsible for the occupants of the unit, and the Unit Owner’s and Residents’ family, guests and invitees.  Any violation of these rules by such person shall be a violation by the responsible Unit Owner.  

7.    It is recommended that guests not be invited into the building, and that any guests be limited to persons providing essential services to the unit or unit residents.

8.    All Unit Owners and Residents are reminded that Section 7.01(j) of the Declaration prohibits “industry, business, trade, occupation or profession of any kind, commercial, religious, educational or otherwise, designed for profit, altruism, shall be conducted maintained, or permitted on any part of the Property” and such activity is strictly prohibited.  In furtherance of those restrictions:

Unit Owners and Residents of units shall not have any guests or visitors, whether or not family or friends, who are clients, customers, students, patients, purchasers, business visitors, business associates, person being serviced by the Unit Owner or Resident,  or any person who is otherwise on the Property in connection with any activity prohibited by Declaration Section 7.01(j).  Deliveries of inventory, supplies, equipment or similar items in connection with a restricted activity are prohibited.

9.    A violation of these Rules Regarding Face Coverings In Common Elements And Guests shall subject the Unit Owner to a fine of $250.00 for each violation and/or incident.

10.    Upon a violation, the Board may also pursue any and all other remedies available pursuant to the Declaration, Bylaws, any rules or regulations, or by law, as the Board may deem appropriate in the circumstances.  

11.    These rules shall remain in effect unless and until these rules are repealed in whole or in part by the Board.
